U.S. Secretary of Offer Talks If North Korea to Fulfill Obligations

Secretary of State John Kerry has offered to negotiate with North Korea to seek a peaceful resolution to the tensions in the Korean peninsula if Pyongyang took steps to carry out its international obligations.

The top U.S. diplomat said Pyongyang had a clear choice to overcome tensions and America is ready to negotiate with North Korea. Kerry suggested the remark at a joint press conference with Japanese Foreign Minister Fumio Kishida Sunday in Tokyo.

Kerry also reiterated Washington's commitment to defend Japan, an important American ally in the region. The Japanese government has put interceptor missiles to protect the capital from a possible attack.

North Korea has repeatedly issued threats to attack America and its allies in the region, including Japan and South Korea, in recent weeks.

Pyongyang claimed the threats it was in retaliation for American joint military exercises South Korea and United Nations economic sanctions were intended to punish North Korea for conducting a series of nuclear and missile tests.

Meanwhile, despite international tensions due to threats of nuclear attack, North Korea still hold international marathon race Sunday.

Fourteen foreign runners participated with more than 200 other runners in the marathon race at the Mangyongdae outside the capital, Pyongyang. Ethiopian runners Ketema Bekle the first prize, followed by a runner Ukraine and Rwanda.

The competition was held in conjunction with the commemoration of the 101 anniversary of North Korea founder Kim Il Sung, on Monday.
